Article III. WATER FACILITIES |
§ 42-94. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Capital improvements means those improvements for water facilities as defined in this section.
Connection charge means a charge paid to the city by a developer or consumer or customer as reimbursement to the city for the actual cost of furnishing and installing the meter and all other facilities at a water service connection either at the time of initial installation or whenever a change in size or capacity is performed.
Connection to the water system means the physical connect of a building, structure or use of land to the city's water lines, no matter if such connection is made through or by intermediate lines.
Development order means a regulatory approval by the city.
Distribution portion of water facilities impact fee means that portion of the fees that are set aside for construction of the water distribution system only in contrast to water supply and treatment systems.
Equivalent residential unit (ERU) means an average single-family detached residence. This definition is intended to reflect the annual average consumption per unit for all detached single-family residences without regard to actual consumption.
Feepayer means a person applying for connection to the city's water system who is responsible for payment of the security deposit and monthly service charges. This shall be either the owner of the property or an individual, or corporate entity authorized by the owner to open the utility account.
Water facilities means any component of the water supply, treatment or distribution system included in the report titled City of Minneola Water System Master Plan and on the map titled City of Minneola Water System Districts, which is included in such report. These components shall consist of, but not be limited to, wells, pumps, storage facilities, treatment facilities, booster pump stations, capital distribution mains, valves and appurtenances.
Water facilities impact fee means a charge assessed by the city to defray the proportionate share of the capital improvement expense necessitated to provide capacity for the new water connection.
