§ 42-95. Computation of the amount of water facilities impact fee.

The total costs of capital improvements to the city water system are estimated to
be $7,739,337.59 in year 2000 dollars. These costs need to be equally distributed
among the anticipated additional connections throughout the remaining 16-year buildout
period. The water impact fees may be modified for inflation at the discretion of the
city throughout the buildout period. If not modified earlier, the fee shall be adjusted
every four years. For illustrative purposes, in that event, 25 percent of the total
costs of system improvements will be paid for during the first four years of the impact
fees by the first 25 percent of the anticipated homes built at the present value of
the improvements. The next 25 percent of the costs would be paid for during the next
four years by the next 25 percent of the homes, at a value adjusted for inflation.
The same method will be applied to the final eight years of the buildout period.
