The requirements and regulations in this article are intended to provide for the reasonable
use of hillsides and areas of varying topography while protecting the public health,
safety and welfare by ensuring that development will not destroy or severely alter
the existing topography, induce soil erosion, resulting excessive grading, create
stormwater runoff problems, unduly disturb natural vegetation and wildlife, or lead
to loss of aesthetic value. The requirements and policies outlined in this article
apply to all sites within the city limits.
