This article shall be liberally construed to accomplish its purpose of licensing,
regulating and dispersing adult entertainment and related activities. Unless otherwise
indicated, all provisions of this article shall apply equally to all persons regardless
of sex. Additionally, if any portion of this article, or any application thereof is
declared to be void, unconstitutional, or invalid for any reason, such portion or
provision or the application thereof shall be severable from this article. The remaining
portions and provisions of this article and all applications thereof shall remain
in full force and effect. No void, unconstitutional or invalid portion or proscribed
provision, or application thereof, was an inducement to the enactment of this article.
