§ 58-31. Permit required.

All persons and organizations engaging in the business or activity of collecting refuse or construction and demolition debris within the city shall, as a prerequisite to doing so, obtain a refuse collection permit from the city manager. No person or organization shall engage in such business or activity within the city without first having obtained such a permit and unless such permit was validly issued and is in full force and effect at the time such business or activity is conducted.
