§ 6.1. Administrative organization.

  • (a)

    The council shall adopt by ordinance an administrative code providing a complete plan of organization and structure for the city government. The administrative code may authorize the city manager to promulgate regulations dealing with questions of organization and structure. The administrative code and any regulations promulgated pursuant thereto shall be consistent with this Charter. Unless otherwise required by law, all boards, commissions, committees and agencies provided for in the administrative code shall be appointed by the council. In the event that a quorum cannot be obtained at a board of adjustment or planning-zoning commission meeting, a councilmember as designated by the city council may serve as an alternate beard of adjustment and/or planning-zoning commission member in order to make a quorum. The city council in its discretion may vote to itself act as board of adjustment and exercise all powers and authority such board would otherwise have.

    (b)

    The administrative code may provide for the following departments, boards and commissions: Finance department, public works department, fire department (which may be voluntary), police department, board of adjustment, planning-zoning commission, parks and recreation commission, health and sanitation commission. Additional boards, departments and commissions may be created by ordinance. Two (2) or more departments may be headed by the same person, and directors of departments may serve as chief of divisions. Council members may head any board or commission except when expressly prohibited by this Charter.
