§ 3.7. Legislative proceedings.

  • (a)

    The council shall meet regularly at least twice per month, unless a supermajority of the council votes otherwise. The council must, by resolution, designate a specific day of the week for such bi-monthly regular meetings. Special meetings may be held on the call of the mayor or a majority of the councilmembers with not less than forty-eight (48) hours notice to each member and the public. It shall be the mayor's responsibility to have all members notified of the meeting. The forty-eight (48) hours notice is not required when there has been a natural disaster, which would require immediate actions and decisions by the council.

    All meetings of any board or commission or members of the council, at which official acts are to be taken are declared to be public meetings open to the public at all times, and no resolution, rule, regulation or formal action shall be considered binding except as taken or made at such meeting.

    (2)

    Any person who violates the provisions of this section by attending a meeting not held in accordance with the provisions hereof, is guilty of a misdemeanor of the second degree, punishable as provided in F.S. §§ 775.082 or 775.083.

    (b)

    Rules and journals. The council shall determine its own rules and order of business. So there will be a fair and orderly procedure at meetings the "Robert's Rules of Order" shall prevail. It shall cause a journal (minutes) of its proceedings to be kept. The minutes of the meeting of any board, commission or council meetings both regular and special and workshops shall be promptly recorded and such records shall be open to the public. The minutes of each council meeting, both regular and special and workshops, shall be approved at the next regular meeting of the council. Unless a citizen of Minneola attending a regular meeting or a councilmember requests the minutes be read publicly, the minutes may be approved by the council without a public reading.
