§ 3.2. Mayor; vice-mayor.

  • (a)

    Mayor. Seat number three is designated the mayor/council seat, and the person elected to that seat shall serve as mayor and shall be a voting member of the council. The mayor shall have the following powers and duties:

    (1)

    To preside at meetings of council and enforce such rules as may be adopted by council for its governance;

    (2)

    To be the head of city government for all ceremonial purposes, execution of contracts, deeds, and other documents (except as otherwise delegated by the council), and as the city official designated to represent the city in all agreements with other governmental entities or certifications to other governmental entities;

    (3)

    To be the official spokesperson for the City of Minneola;

    (4)

    To take necessary action in emergency situations. These emergency powers of the mayor shall not extend beyond the next meeting of the city council;

    (5)

    To annually prepare a state of the city message;

    (6)

    To yield the chair during meetings for the purpose of making motions;

    (7)

    To have only those administrative duties required to carry out the mayor's responsibilities herein.

    (b)

    Vice mayor. The council shall appoint from among its members a vice-chairman who shall be known as the vice-mayor. Appointment of this member shall be done annually at the first regular council meeting after the regular city election and upon the vacancy of the office. The vice-mayor shall act as mayor during the absence or disability of the mayor. The vice-mayor shall become mayor upon the vacancy of the office of mayor/councilmember until a new mayor/councilmember is elected and qualified.
